Founded in 1919, the Institute of International Education (IIE) is a private nonprofit leader in the international exchange of people and ideas. In collaboration with governments, foundations and other sponsors, IIE creates programs of study and training for students, educators and professionals from all sectors. These programs include the flagship Fulbright Program and Gilman Scholarships administered for the U.S. Department of State. IIE also conducts policy research, provides resources on international exchange opportunities and offers support to scholars in danger.

In 1962, The Foundation for Scholarly Exchange (Fulbright Taiwan) opened the U.S. Education Information Center for Taiwan students who need information about study in the U.S. The Foundation also cooperates with Taipei, Taichung and Kaohsiung public libraries, where three U.S. education information centers were jointly established by the Ministry of Education and the American Institute in Taiwan, to offer information about studying in the U.S.ducation.

The concept of establishing the Taiwan Academy was originally outlined by President Ma Ying-jeou of Taiwan, R.O.C. as a way of building upon Taiwan's status as a center of Chinese culture. Of the many regions influenced by Chinese culture, Taiwan has best preserved and developed such elements as Confucian studies, Buddhism, Zen Buddhism, literature, architecture, handicrafts, and traditional customs.
